Guarantee of Learning and Quality of Education: The Recent Reality of Brazil

Abstract

The article has as its theme the current reality in Brazil, with regard to the guarantee of learning and quality of education as a goal of the National Education Plan (NEP) to be achieved (goal 7). A problem situation is outlined: In recent years, what has the academic community discussed about such a challenging reality in Brazil? What about publications on ensuring quality learning as a NEP goal to be achieved? This article aims to analyze recent academic discussions on the guarantee of learning and quality of education, concepts expressed by goal 7 of the NEP, against the background of the current reality in Brazil. From a methodological point of view, in addition to the literature used in the discipline, a search was performed on the CAPES journal portal for articles published in Brazil that deal with the subject of the article, using the year 2020 as a time frame, as well as the following descriptors: Learning Guarantee, Education Quality and National Education Plan. Due to what was mentioned in this article, it is important to consider the need to advance in debates, productions and the demand for a more incisive posture by the public authorities, about guaranteeing quality education and learning as a fundamental right and as goals for an entire nation, especially those who need it most in order to reduce social and educational inequalities.
