Resumen
Decir que la Educación Física está en crisis hoy no es señalar nada original, aunque pueda ser una afirmación veraz. A decir del algunos autores, tal situación se inscribiría en el campo más amplio de la crisis de identidades que se observan en la mayoría de los campos disciplinares hoy.
Localizar el problema de la Educación Física en la escuela parece ser una estrategia de abordaje más pertinente para nuestro análisis. Para anunciar algo más que la crisis es preciso enfocar la mirada hacia algunos elementos puntuales de la cultura escolar y de la Educación Física dentro de ella. La particularidad de la Educación Física escolar parecería estar en que sería un espacio legitimado y explícito de anclaje para un cierto tipo de dualismo: un discurso dual que le adjudica específicamente lo "físico" o el cuerpo y unas prácticas que, en tanto dispositivos integrales, suponen necesariamente al alumno como un todo a quien se pretende educar a partir de la acción y de prescripciones sobre su movimiento personal.
Cuando se creó el sistema educativo nacional, a fines del siglo XIX y se incluyó a la Educación Física como contenido escolar, no parecía primar una concepción dualista del alumno. Desde la función política y económica atribuída a la escuela, todo indicaba que la necesidad era ordenar a los sujetos educándolos de manera integral: "intelectual, física y moralmente". Y a esta tarea se abocaría la escuela toda y como un todo.
En la llamada Argentina Moderna (fines del siglo XIX y principios del XX) la Educación Física escolar encontró su lugar en relación a la salud pública y la higiene y como espacio de aparición de rituales posibles de esencializarse a la hora de construir la nacionalidad. ¿Cuál es la fuente de legitimidad de la Educación Física en la actualidad, en las que se han dado en llamar sociedades postindustriales?. Si la función de la escuela, se vincula hoy con el desarrollo de competencias, ¿cuál es el lugar de la Educación Física en este proceso?. No resulta claro de ubicar en los informes de investigación, ni en las recomendaciones que desde distintos ámbitos se hacen hacia la escuela, competencias vinculadas a lo psico o sociomotor. Tampoco aparecen capacidades específicas a desarrollar mediante la actividad física sistemática.
Analizar los enunciados referidos a la Educación Física que aparecen en la normativa (ley 24.195), traen fácilmente reminiscencias del pasado. Nuevamente, para alcanzar la "integralidad" en el desarrollo de las alumnas y alumnos se apela a la actividad física sistemática. Otra vez está cercana a la salud y a los valores éticos.
Pero volvamos a las competencias. ¿qué significa para la Educación Física escolar asumir la tarea de aportar a la competitividad y productividad como uno de los objetivos del sistema educativo?. Las respuestas a estas cuestiones pueden colocarnos en la crítica sociológica de la década del '70 o pueden permitirnos avanzar dialécticamente sobre tales planteos y elaborar nuevos desarrollos teóricos que nos ayuden a dar cuenta del objeto de la Educación Física y de su sentido social y, por lo tanto, reformular las fuentes de legitimidad para su permanencia en el nuevo sistema educativo.

Abstract
While it could be considered a true affirmation, saying that physical education is in crisis today is really saying nothing new. Several authors have cited the crisis in physical education as being part of the overall identity crisis occurring today in the majority of the disciplinary fields.
Localizing the problem of physical education at the school level is a broader and more pertinent analysis strategy. Looking beyond the crisis alone, the focus must be on several specific elements of school culture and on understanding the role of physical education within that culture.
The particularity of school physical education seems to be as a legitimate and explicit anchor space for a certain type of dualism: a dual discourse dealing specifically with the "physical" or the corporal; and integral practices which necessarily assume the student to be whole and someone to be educated from a starting point of action and with prescriptions of his or her personal movement.
The dualistic concept of the student was not entirely evident when the national school system was created at the end of the 19th century and physical education was included in the school curriculum. The political and economic functions attributed to the school all accentuated the necessity of keeping students in order while educating them in an integral manner: "intellectually, physically, and morally". This was the task undertaken by each school and by the system as a whole.
In what was called Modern Argentina (end of the 19th century and beginning of the 20th century), school physical education found its place in relation to public health and hygiene. It became a space for rituals essential to the construction of nationality. What, then, makes physical education legitimate in the post-industrial societies? If the school's function is concerned with the development of competencies, what is physical education's place in this process? Research reports and recommendations from various sources directed to the schools do not deal specifically with the development of competent psychomotor and sociomotor skills. The specific capabilities which can be developed through systematic physical activity are not mentioned. Close analysis of the Physical Education Norms (Law 24.195) conjures up images of the past. Once again, systematic physical education is emphasized in the "integral" development of students and, once again, it is closely associated with health and ethical values.
Let us return to competencies. What does it mean for school physical education to assume the task of developing competitiveness and productivity as one of the objectives of the educational system?
Looking for the answers to these questions, we can find ourselves either in the sociological criticism mode of the 1970's, or dialectically advancing toward the elaboration of new theoretical developments which can improve our understanding of the objective of physical education and its social meaning. This process will lead to the reformulation of the legitimate bases of physical education and to its permanence within the new educational system.
